條標及其英譯（六）

三、名詞的數，漢語不講形式，英語則往往要講形式（即加“ s”）。想不到這竟成了我們條標英譯陣地上的一枚地雷：條標譯文中該用複數処竟爆出了單數，又落得個標題不對條文（標題中所用的單數名詞同條文本身的複數名詞對不上號）的下場，請看：

　　1.Article 1（Purpose）

　　The present Procedures are promulgated...in order to standardize..., protect...and enhance...

　　-Supplement（Chinese-English）New Laws and Regulations

　　2.Article 1（Purpose）

　　5.Article 14（Administrative Penalty）
